In 1959, the Village of Carol Stream was incorporated by its founder and original developer, Mr. Jay Stream, who envisioned Carol Stream as a community comprised of residential homes in the west sector mixed with light industrial business and industries in the east sector. Since its incorporation 40 years ago, the Village has continued to prosper each year by following a progressive land use development plan, resulting in controlled, orderly growth. Today, the Village is home to more than 550 business and industries and 38,000 residents living in 12,000 dwelling units. The annual Median Family income for 1997 was $69,464. Because of a strong industrial and commercial base, the Village has been able to offer its residents a full array of municipal services without levying a local property tax. Carol Stream offers its residents modern schools, a large modern park system, a recently expanded full-service library, state-of-the-art medical and emergency services and a strong faith community representing many denominations.
